So it does happen. They do have spot-checkers for bus cards/passes/tickets.
There was a police guy and a transit guy on the bus this morning on the way to school doing their rounds. I did see them write up a ticket for someone. Tsk, tsk.
On a slightly related note, they don't really card people in bars here. The drinking age is different too. 16 for beer and wine and 18 for hard liquor. It's that whole European thing I guess...that people enjoy their alcohol and don't always drink to get drunk, so it doesn't really matter that the age is lower. It's all about responsible drinking and the fact that drinking is part of the culture.
